Purpose: Provide structured review of transformation health, systemic impediments, and strategic alignment.
Timebox: 90 minutes
1. Executive Summary (10 minutes)¶
Provide a concise overview:
- Overall maturity trend
- Delivery stability trend
- Major systemic risks
- Major wins

2. Flow and Delivery Review (20 minutes)¶
Review:
- Lead time trend (quarter over quarter)
- Throughput stability
- Commitment reliability
- Blocked work percentage
Discussion prompts:
- Where is variability increasing?
- Where is WIP accumulating?
- Are cross-team dependencies slowing flow?
Decision outputs:
- Structural changes required
- Resource adjustments
- Dependency ownership clarification
3. Product and Outcome Review (15 minutes)¶
Review:
- OKR progress
- Feature adoption data
- Time from release to feedback
Discussion prompts:
- Are we shipping validated value?
- Where are we delivering output without outcome?
- Are we funding discovery sufficiently?
Decision outputs:
- Portfolio reprioritization
- Discovery investment changes

4. Quality and Technical Health (15 minutes)¶
Review:

7. Executive Commitments (5 minutes)¶
Each executive states:
